NHS Cheshire and Merseyside Chair Raj Jain to retire in October 2025

Raj Jain has today announced his decision to retire from his post as Chair of NHS Cheshire and Merseyside Integrated Care Board (ICB), confirming that he will step down in October 2025.

The announcement marks the conclusion of a significant chapter in regional health leadership and the beginning of a new era for the ICB.

Appointed as the inaugural Chair, Raj has played a central role in establishing the ICB and guiding it through its formative years.

“It has been an extraordinary privilege to serve as Chair of Cheshire and Merseyside ICB,” said Raj. “I want to express my heartfelt thanks to the dedicated staff, partners and colleagues who have worked tirelessly to build a more integrated and compassionate health and care system. Their commitment and resilience have been nothing short of inspiring.”

The announcement comes as the NHS launches its ambitious 10-year plan for transforming health and care. Raj noted that this milestone marks a natural and timely point for transition.

“With the 10-year plan now launched, this feels like the right time for me to retire and hand over to a new Chair who can lead the next phase of transformation over the coming years. This decision also reflects my desire to dedicate more time to the areas I’m passionate about - driving quality in health and care and supporting causes that make a real difference to those who suffer inequity.”

During his tenure, Raj championed innovation, community engagement and system-wide collaboration. Looking ahead, he plans to focus on advancing health innovation and expanding involvement in charitable work.

Cathy Elliott, Chief Executive of NHS Cheshire and Merseyside ICB, said: “Raj’s leadership has helped embed a culture of collaboration which will benefit local residents now and in the future and also in focusing the health and care system on equity via the Marmot All Together Fairer report. We especially appreciate his leadership in progressing system working in support of Children and Young People across Cheshire and Merseyside.”

Louise Shepherd, North West Regional Director for NHS England, said: “I’d like to thank Raj for his time working as Chair of the Cheshire and Merseyside ICB and wish him well in his retirement. We will be working with the ICB to recruit a replacement and working with Cathy and the rest of the team as they set out to deliver the 10 Year Health Plan for England.”

The Cheshire and Merseyside ICB will confirm succession arrangements in due course.
